Movement Control Orders
(Update) Movement Control Orders
Kuala Lumpur will be placed under a Movement Control Order (MCO) from May 7 through May 20.
Six districts in Selangor (Hulu Langat, Petaling, Gombak, Klang, Kuala Langat and Sepang) are subject to a Movement Control Order (MCO) through May 17. The other districts in Selangor (Kuala Selangor, Sabak Bernam, and Hulu Selangor) remain under a Conditional Movement Control Order (CMCO) through May 17.
Certain districts in Johor, Perak, and Terengganu are also subject to an MCO through May 20. Kelantan is subject to an MCO through May 17.
A CMCO continues to be in effect through May 17 in the following states and federal territories (with the exception of districts subject to an MCO): Johor, Penang, Sarawak, and Sabah. A Recovery Movement Control Order (RMCO) continues to be in effect through May 17 in the following states and federal territories (with the exception of districts subject to an MCO): Melaka, Pahang, Terengganu, Putrajaya, Labuan, Perlis, Kedah, Perak, and Negri Sembilan.
SOPs and information on the MCO/CMCO/RMCO status of each state/district may be found on the Ministry of Health’s website here.
(Update) Inter-district and Interstate Travel
Inter-district travel is prohibited in MCO districts with limited exceptions for emergency and work purposes. Individuals who need to cross borders between MCO districts should confirm with local police whether any pre-approval is required before attempting to travel.
Individuals who need to cross state borders must obtain police or employer authorization prior to traveling. The police authorization form to cross states is available here. If you are considering traveling across state borders, please consult with local police directly for specific guidance and do not wait until the last minute to request your police authorization letter. If your travel is related to your employment, consult with your employer on the necessary documentation and when in doubt, check with local police as well.
Review current RMCO, CMCO, MCO and EMCO restrictions frequently to ensure compliance. Restrictions may be changed with little notice and are strictly enforced. Give yourself a healthy margin of time to return home prior to applicable curfews. Carry your U.S. passport with you at all times. If detained, request that local authorities notify the Embassy (+60-3-2168-5000), and review the ways in which we can provide assistance when a U.S. citizen is arrested abroad. For additional questions on current restrictions, please check with local police directly.
COVID-19 Test Requirement for Travel to the United States
Effective January 26, all airline passengers to the United States ages two years and older must provide a negative COVID-19 viral test taken within three calendar days of travel. Alternatively, travelers to the U.S. may provide documentation from a licensed health care provider of having recovered from COVID-19 in the 90 days preceding travel. Check the CDC website for additional information and Frequently Asked Questions.

American Citizen Services
Existing consular appointments which fall during the MCO will NOT be canceled. We also continue to allow collection of U.S. passports, passport cards, and Consular Reports of Births Abroad during the scheduled times indicated in our pick-up confirmation email. However, please note that depending on your location, Malaysian police authorization may be required to travel to the Embassy as all interstate travel and some inter-district travel is restricted. Please reach out directly to your local police for additional information on the requirements for interstate or inter-district travel. If you wish to cancel an existing consular appointment, please do so via our online appointment system or contact us at KLACS@state.gov if you are unable to do so.
If you are a U.S. citizen with a life or death emergency (e.g. victim of a violent crime, arrest, reporting a death of a U.S. citizen) you may reach us at +60-3-2168-5000 or via email at: KLACS@state.gov.
Please note that most routine Consular Services at the U.S. Embassy Kuala Lumpur remain suspended due to the MCO in effect in Kuala Lumpur. Although routine consular services are suspended, we are scheduling limited appointments for U.S. passports, CRBAs, and exceptional notarial services. Please complete this form https://bit.ly/2SPVSFf to request an appointment, making sure to note any urgent circumstances.
We will announce further resumption of services via alerts to registered U.S. citizens in the Smart Traveler Enrollment Program (STEP) and on our Embassy’s website.
